The Commonhold and Leasehold Reform Act 2002 provides a right for lessees (flat owners) to transfer the landlord’s Right to Manage or appoint a manager for their building, to a company set up by lessees called a Right to Manage company. Where the RTM has already been exercised but the management is unsatisfactory, application may also be made for appointment of a manager, effectively terminating the Right to Manage.
